Read the carbon policy of Mahlkow and Wanner (2021)

Checks the carbon-policy inputs of [mahlkow_wanner_2021()] and stores them in standard forms: `carbon_tax` as a number, `carbon_intensity` as a vector by sector, `countries_climate_club` and `cbam_sector` as character vectors of codes, the scenario switches as `TRUE` or `FALSE`, and `carbon_policy_active`.
